Securing a permanent role in the Philippine government is a prestigious and highly sought-after career milestone. However, to be fully qualified to become a regular or permanent (Plantilla Item/Position) staff member in any government office, you need to take and pass the Civil Service Examination (CSE).
Whether your career trajectory involves acting as an environmental planner drafting Comprehensive Land Use Plans (CLUP), analyzing public laws for regional development agencies like the DHSUD, or stepping into local government unit (LGU) administration, Civil Service eligibility is mandatory in the Philippine government.
(Note: If you have already passed the BAR for lawyers, the CPA for accountants, or other professional board exams, you are already highly qualified and exempt from this requirement.)
Here is the ultimate, data-driven guide and top tips on passing the CSC exam.
1. Understand What is at Stake
The Civil Service Commission (CSC) is a constitutional body mandated to promote morale, efficiency, integrity, and responsiveness in the Civil Service, serving as the agency responsible for managing the recruitment of public servants.
Passing the exam allows you to be employed by government agencies in the Philippines and opens the door to immense benefits. If you are currently working on a job order, contractual, or casual status, passing the exam increases your chances of securing a permanent plantilla position, which includes privileges such as salary increases, employee leaves, bonuses, and promotions.
However, a pragmatic truth remains: being a passer does not necessarily guarantee immediate hiring or appointment unless you have a strong professional network within that office.
2. Choose the Right Examination Level
The CSC offers two distinct examinations, held twice a year (usually in October or April/May): the Sub-Professional and Professional exams.
Professional Level: This exam has 170 items and lasts for 3 hours. It covers vocabulary, grammar, correct usage, paragraph organization, reading comprehension, analogy, logic, and numerical reasoning. The CS Prof is highly recommended for higher-tier roles, though it is more complex.
Sub-Professional Level: This exam has 165 items and lasts 2 hours and 30 minutes. It covers similar English and Filipino topics but includes spelling and clerical operations, and notably has no analogy and logic sections.
Both examination levels will test your knowledge on general information regarding the Philippine Constitution, the Code of Conduct and Ethical Standards for Public Officials and Employees (R.A. 6713), peace and human rights issues, and environmental management and protection.
3. The Mathematics of Passing
Passing the exam with an 80% score is challenging, which is exactly why the Civil Service Test is considered prestigious in the Philippines.
From a statistical standpoint, it is not about the multiple-choice options; it is about how you study. If you do not know the answer and are forced to guess, your chance of getting it right is only 1 in 5, or 20%. To overcome this probability deficit, you must possess strong analytical skills and a broad general knowledge base to confidently eliminate incorrect options.
Expect modifications to examination-style patterns, and do not expect exact similarities to previous exams.
4. Prepare Your Application Requirements Correctly
Do not let a bureaucratic error prevent you from taking the test. The CSE is open to Filipino citizens who are at least 18 years old when they file an application, regardless of educational attainment. Ensure you have:
A fully accomplished Application Form (CS Form No. 100) where the signature and thumbmark are left blank until you are in the presence of the CSC processor.
Four identical Philippine passport-sized ID photos (4.5 cm x 3.5 cm) taken within the past 3 months.
Your photos must be on a white background, bare face (no eyeglasses), showing both ears, and include a handwritten name tag and signature.
An original and photocopy of a valid ID containing your clear picture, date of birth, and signature (such as a Driver's License, GSIS ID, or Passport).
The examination fee: Php 500.00 for the Paper and Pencil Test (PPT), or Php 600.00 for the Computer-Assisted Test (CAT).
5. Waiting for the Results
If you opt for the CSE-PPT, results are usually released forty-five (45) days after the examination and posted on the CSC website. If you take the CSE-CAT (Computer-Assisted Test), results are remarkably fast, usually released within two to three hours after the examination.
If you pass, you must personally claim your Certificate of Eligibility at the CSC Regional Office. Retain your examinee number, as no Report of Rating will be mailed to those who fail; you will need to input your details online to generate your rating. Fortunately, there is no limit on the number of times you can take the exam, provided you wait at least three months between attempts.
The Civil Service Commission was conferred the status of a department by Republic Act No. 2260 as amended and elevated to a constitutional body by the 1973 Constitution. It was reorganized under PD No. 181 dated September 24, 1972, and again reorganized under Executive Order no. 181 dated November 21, 1986. With the new Administrative Code of 1987 (EO 292), the Commission is constitutionally mandated to promote morale, efficiency, integrity, responsiveness, progressiveness, and courtesy in the Civil Service.

- Career Service Professional and Sub-professional examinations are open to applicants regardless of educational attainment.
- Applicants for both levels must:
- Be Filipino citizens, at least 18 years old, and of good moral character;
- Have no criminal record or have not been convicted by final judgment of an offense or crime involving moral turpitude;
- Have not been dishonorably discharged from military service or dismissed for cause from any civilian position in the government; and
- Have not taken the same career service examination within three (3) months of the last examination taken.

- b. Colored, with a white background
- c. Taken within three (3) months before the filing of the application
- d. Printed on high-quality photo paper
- e. In a standard close-up shot (from shoulder level up with the head and face occupying at least 80% of the picture and with the name tag positioned at approximately 1 inch or 2.54 cm below the chin)
- f. In bare face (with no eyeglasses or any accessories that may cover the facial features)
- g. Showing left and right ears
- h. Taken in full-face view, directly facing the camera
- i. With a neutral facial expression and both eyes open
- , j. With a complete and handwritten (not computer-generated) name tag in the format: First Name, Middle Initial, Last Name, and Extension Name (if any), and a signature over the printed name

- Subprofessional Level

- PROF has 170 items, while SUB-PROF only has 165 items
- PROF lasted 3 hours, while SUB PROF lasted only two hours and thirty minutes

Remember that a passer does not guarantee 100% employment as a permanent employee of a government office.
Preparations
- You need to pass with an 80% passing rate. High %, right?
- Exam will take three(3) hours; that's 60 mins/hr x 3hrs = 180mins
- The test questionnaire has 180 items: 10-15 free (personal information) and 10 blanks. Therefore, the total number of items is 160. I calculated the total number of items over 180 minutes. It's roughly 0.87 minutes per item, but some items take longer, especially those involving reading comprehension and Math problems. You must have 3-5 minutes to answer it.
- Career service professionals and subprofessionals have a nearly identical scope of examination in English and Filipino, encompassing reading comprehension, synonyms, antonyms, logic, grammar, correct usage, paragraph organization, spelling, and analogy. Math: Word problems, interest, percent, sales, linear, algebra, graphs, and general information, including the Philippine Constitution (R.A. 6713), Code of Conduct and Ethical Standards for Public Officials and Employees, Peace and Human Rights Issues and Concepts, and Environment Management and Protection.
- Exams will definitely start at 8 am on Sunday. If you are making a Computer-Aided Test, it is synchronized nationwide, so you need to answer quickly. ( No need to shade answers, which makes it faster and easier)
- Review, review, and review. You need to take it seriously. Your future is at stake here. To pass the exam, review and study smartly. You can try without reviewing, too; just focus on the stored stock knowledge.
- Study Resource Materials. As much as possible, you need to collect a variety of resources here, including newspapers, hard copies, books, reviews, photocopies, magazines, soft copies, and online information. I also have resources: newspapers, reviewers, information on internet freedom, books, and photocopies. I did not pass my first attempt, receiving a 66% rating. Whoa! It was devastating and morally degrading, but my colleagues encouraged me not to lose hope. Like anyone else, they failed, too. Tip: If you did not pass, use it as inspiration to study and review more.
- Pray, but dodon'tust rely on it. As many religious people would say, God will help you if you first open yourself to it. Do your best, and God does the rest. You need to be realistic here, too. If you are not serious about reviewing, you will have a slight chance of passing the exam. Remember, it is a good factor in a better future. It is useless to rely solely on faith without hard work. It must be FAITH and HARD WORK.
- Practice more, and it will be PERFECT. Some of us really hate MATHEMATICS, right? Start to love it. Just like anything else, it will go with the flow. For your future, you need to sacrifice. Practice every day. Solve at least 5-10 word problems daily. Doing all these things will familiarize you with the problems and situations of the examination day. Heck, dodon'temorize at all. Just familiarize yourself with the concepts and principles of math, like PEMDAS( parentheses, exponent, multiply, divide, add, subtract in order), solve word problems, explain the unknown, formulas, percent, etc. Sometimes, the first instinct is the correct answer. Trust your instinct. Indeed, the first impression lasts. If you have the first impression of the specific option, select it. Your mind (subconsciously) thinks it is correct because, at some point, you have already encountered it in the past (through your practice) without even solving it. If you have time, review it. However, the duration is brief, so you need to respond as quickly as possible.

- Exercise your body and mind. A study suggests that exercise can increase your intelligence by 10%. Of course, scientifically, your blood flows well, which provides your brain with more oxygen and can improve its ability to store information, retrieve it quickly, and analyze it more effectively. Like me, I did gym exercises; they boost mental alertness.

- Use the Internet effectively. Instead of sitting there for almost 20/7 hours a day and just doing nothing. Read online news on ph.yahoo.com, vocabulary.com(I played there and found it more valuable and enjoyable), dictionary.com, and Google.com(search math problem samples, tips, tricks, English grammar usage, etc)

- Use Android/iOS Apps Effectively. Install useful apps like a dictionary. I recommend the English-Tagalog app and the Merriam-Webster Dictionary, both available on the Play Store. play.google.com.
- Eat breakfast(DoDon'tkip it). Fasting is good, but you dodon'teed to skip a meal, especially breakfast, as a taker.

- Eat chocolate instead of Chocolate food. Chocolate (incredibly dark) has been known to boost mental power and alertness. Eating chocolate also helps sharpen thinking skills. Thus, studies suggest that chocolate is good for the heart and soul.

- Drink Coffee. If you are not a coffee lover, try eating ChoChocolatetudies have shown that coffee improves memory capability and speeds up reaction time. According to some research, drinking coffee at least three times a day can boost your mood and cognitive function. Be sure not to overdrink; you will experience a sleep disorder.

- Ask previous examiners. Do not be afraid to ask those previous examiners. They will also provide tips and points. Here's the good news: I can share some soft copies if you'd like. For an offline book, CSC rebook
- Beauty Sleep. Don't sleep too late at night or too early in the morning. Not getting enough sleep can weaken your body.

- Take Vitamins. If you dodon'tave time to exercise, a balanced diet and vitamin and mineral supplements can help.

- Relax before the day of an exam. Do not overextend your studying session. You do not need a 24-hour review before the exam. Just dodon'tverdo it; your body and brainpower will get tired.
- Prepare things. Prepare your ballpen, mineral water, candy, and yourself, too. Take a good ninight'sleep and a hot shower in the morning.
- Relax and stay calm. During your test, panicking will lead to poor results.

- Be ON TIME. The examination starts at 8:00 ama.m.; ideally, arrive at the room number earlier. However, if you don't know your seat or room number, look them up as early as 7:00 am. When I was at 7:00 am, I was too early to wait until 6 am and was exhausted from standing for 2 hrs. So be just in time (JIT in Japanese), and dodon'te late or too early; otherwise, you will be exhausted.

- Time is Gold; you need more time. Love takes time, but not on exams; itit's quick one, though. When I'I'mot focused, I lose track of time. Just check your watch occasionally and prioritize less complicated questions.

- Skip harder questions. This is a crucial technique. When you skip questions and plan to answer back, you need to double the time as much as possible. The advantage is that the following questions provide hints.
- Just dodon'teave blank answers. Ideally, you should not miss any shades(since it is a computerized system, ideally, you must shade all questions)
- Be happy and enjoy the exam. The future is at stake here, but dodon'take life too seriously; remember, if you fail, you can try again. There is always a better place for you. :)
- Be thankful. Thank God and yourself for your hardships and the efforts you exerted. Just talk to yourself; research shows it is highly recommended, as it improves your thinking skills. (nerd)
- Be optimistic. There is nothing more calming than thinking positively. (BUT Nah, I am a pessimist )
- Less expectation. Yes, I dodon'txpect the final result.
- Relax and enjoy it!

kasi most of the time nagloloko minsan ang mga cp or nawawala, baka dun po sila madalas eh mahirap naman po sa part ng iba tulad ko.
