The Ultimate Guide to CSC Resolution No. 2600838: Understanding the New 4-Day Workweek Rules for Philippine Government Employees

Confused about the new CSC 4-day compressed workweek? Learn how CSC Resolution No. 2600838 affects your hours, leave credits, and holiday schedules.

The landscape of public service in the Philippines is undergoing a major shift. The Civil Service Commission (CSC) recently released CSC Resolution No. 2600838, amending the landmark CSC Resolution No. 2200209 on Flexible Work Arrangements (FWAs) in the government.

For government employees, HR administrators, and local planners, this isn't just another piece of paperwork. It represents a concrete update on how the four-day compressed workweek (CWW) actually operates day-to-day.

If you want to know how this affects your working hours, leave, and holidays, here is a complete, data-backed breakdown.

1. The Core Rule: 40 Hours in 4 Days

The fundamental law of the Philippine civil service remains untouched: every government employee must complete a 40-hour workweek. Under the updated guidelines, agencies adopting the 4-day CWW will compress these 40 hours into four days.

  • The Math: 10 working hours per day for 4 days.

  • The Catch: This 10-hour day is exclusive of the mandatory 1-hour lunch break.

  • Example Schedule: If your shift starts at 7:00 AM, you will clock out at 6:00 PM (accounting for a 1-hour lunch break from 12:00 PM to 1:00 PM).

Maintaining Public Service Continuity

This arrangement is not mandatory for all government offices. The CSC strictly mandates that agencies implementing the 4-day CWW must ensure their primary, face-to-face public services remain fully operational Monday to Friday, from 8:00 AM to 5:00 PM. This is typically achieved by setting up rotating shifts or skeleton forces.

2. The "1.25 Rule" for Leaves (Fairness in Focus)

One of the most confusing aspects of the previous FWA rules was how leave credits were charged. Since a standard workday is 8 hours, how do you charge a day off when someone works 10 hours?

Resolution No. 2600838 provides an elegant, standardized answer to maintain equity across different shift schedules:

Shift TypeMonthly Leave Earned (VL/SL)Leave Charged Per Day of Absence
Standard Workday (8 Hours)1.25 Credits1.00 Credit
Compressed Workday (10 Hours)1.25 Credits1.25 Credits

Why the 1.25 Deduction?

Because a 10-hour workday is 25% longer than an 8-hour workday, taking one full day off under a compressed workweek is equivalent to missing 1.25 standard workdays.

Note: Special leaves (such as Wellness Leave or Special Privilege Leave) are still charged on a 1-to-1, per-day basis, regardless of whether your shift is 8 or 10 hours. If an employee reverts to a regular 5-day schedule, their leave deduction automatically returns to 1.00 credit per day.

3. Holidays and Work Suspensions: What Happens Now?

Unplanned work suspensions (due to typhoons, volcanic activity, or administrative orders) and national holidays are frequent in the Philippines. The new resolution sets clear protocols for how these non-working days affect your 10-hour shifts.

Scenario A: Holiday/Suspension falls on your scheduled 10-hour workday

If a national holiday or a sudden work suspension is declared on a day you were scheduled to work 10 hours, those 10 hours are considered fully served. You do not need to make up those hours later.

Scenario B: Holiday/Suspension falls on your scheduled "Off-Day"

If the holiday or suspension falls on the day you were already scheduled to be off, the remaining workdays in your week will temporarily revert to the standard 8-hour shift schedule to ensure fairness compared to employees on standard schedules.

4. Retroactivity and the "Good Faith" Clause

To align with the executive push for energy conservation and traffic mitigation (such as the Office of the President's Memorandum Circular No. 114), the CSC has made Resolution No. 2600838 retroactive to March 6, 2026.

Because agencies had to navigate ambiguous guidelines before this official release, the CSC has included a "Good Faith" clause. This guarantees that no administrative penalties or retroactive salary/leave deductions will be imposed on agencies or employees who implemented compressed workweeks in good faith under earlier interpretations.

The Bottom Line

CSC Resolution No. 2600838 is a win for modernizing public office operations. By establishing clear parameters around leave math, holiday disruptions, and shift rotations, it protects both the well-being of the civil servant and the efficiency of public service.
