If you've been eagerly awaiting news on the Performance-Based Bonus (PBB) for Fiscal Year (FY) 2024, the wait is finally over.
The government has officially rolled out the latest guidelines through RESOLUTION NO. 2026-1 and MEMORANDUM CIRCULAR NO. 2026-1
The Big Picture: EO 61 and the Shift in PBB
The Philippine Development Plan (PDP) 2023-2028 emphasizes good governance and bureaucratic efficiency
Despite the temporary suspension of previous guidelines for review, the National Government recognized the critical need to reward hardworking civil servants in 2024. Thus, the Technical Working Group (TWG) authorized the FY 2024 PBB grant.
The 4 Pillars of Eligibility (The 100-Point System)
To qualify for the FY 2024 PBB, agencies must now navigate a streamlined 100-point scoring system based on four key accountability dimensions. An agency must attain a minimum overall score of 70 points to be eligible for the bonus
1. Performance Results (Maximum 25 Points)
This dimension evaluates the timely delivery of high-quality impact programs
5 points: Met fewer than 50% of the performance indicators (PIs) against the Congress-approved targets
. 25 points: Met all or 100% of the PIs of the Congress-approved targets

2. Process Results (Maximum 25 Points)
This is all about the Ease of Doing Business! Agencies must demonstrate substantial improvements in ease of transaction for at least one critical service (internal or external) declared in their Citizens' Charter
Target Goal: Demonstrate at least a 15% improvement (reduction in time, steps, requirements, or cost; or increase in access) to secure the full 25 points

3. Financial Results (Maximum 25 Points)
Good financial stewardship is paramount
The Disbursement BUR is the ratio of total cash disbursements to the total Notice of Cash Allocation (NCA) received
. Achieving an 85% to 100% Disbursement BUR yields the maximum 25 points
.
4. Citizen/Client Satisfaction Results (Maximum 25 Points)
Are the citizens happy? This criterion is split equally between resolving complaints from Hotline #8888 (12.5 points) and the Contact Center ng Bayan (CCB; 12.5 points)
A 100% resolution and compliance rate (or absence of complaints) secures the full score

How Much is the PBB? (The Rates)
Gone are the days of arbitrary tiering
The Conversion Scale:
100 points: 65% of your Monthly Basic Salary (MBS) as of December 31, 2024
. 90 points: 58.5% of the MBS
. 80 points: 52% of the MBS
. 70 points: 45.5% of the MBS (Minimum eligibility requirement)
. Note: If your agency fails to submit reportorial requirements on time, a 5% penalty reduction will be applied to the PBB rate

. Freedom of Information (FOI) Program compliance
. Review and Compliance of Statement of Assets, Liabilities, and Net Worth (SALN)

. Submission of the FY 2025 APP-CSE and Certification of Early Procurement Activities

Individual Eligibility Rules
Even if your agency qualifies, individual eligibility applies
You must have a performance rating of at least "Very Satisfactory" under the CSC-approved SPMS
. You must have rendered a minimum of nine (9) months of service during FY 2024 for the full grant
. Those who served for less than 9 months (but at least 3 months) for valid reasons (such as newly hired, retirement, or maternity leave) will receive a pro-rated amount
. Employees found guilty of administrative/criminal cases, or who failed to submit their 2023 SALN, or failed to liquidate cash advances, are disqualified
.
