INTRODUCING: VCM

Vote Counting Machine (VCM) is simply an improved version of the PCOS (Precinct Count Optical Scanner) machine. VCM has a similar process with PCOS, it counts ballots using a scanner, prints out the election returns, and transmits the results for canvassing.

However, VCM has a self-diagnosing lens which PCOS doesn't have. It uses SD cards (which are more robust in design unlike PCOS that uses CF cards which can be easier to disable — not secure) and allows the voter to check if the machine read his ballot correctly through its on-screen verification feature that PCOS didn't have.

Security features:
  • Use Passwords & PINs
  • Three digital signatures
  • 256-bit Encryption
  • Source Code Review
  • On-screen Verification
  • Voters Verifiable Paper Audit Trail
  • Only designated and specific precinct information is programmed into the machine (its location, no. of voters, etc.).
  • The machine scans both sides of the ballot simultaneously.
Ballots are identified by the device (precinct specific) and are rejected if:
  • Fake/Photocopied/Duplicate
  • previously inserted or scanned
  • for another different precinct
  • contains ambiguous marks
TAKE NOTE THAT BALLOTS ARE:
  • Approximately 19” in length (for Non-ARMM)
  • Uses UV mark, barcode & timing mark
  • Every ballot is unique
